(b) Suggest at least four indicators with means of verification and assumptions.
Question 7
(a) With examples, differentiate between inputs, activities, outputs, outcomes and impact in project planning.
(b) Explain why this distinction is vital in monitoring and evaluation (M&E).
Section C – Essay / Case Study (e.g. 40 marks)

Question 8 – Essay
Discuss the role of project planning and management in the success of government
programmes such as the Parish Development Model (PDM) in Uganda. In your answer,
highlight challenges and practical solutions at parish and district levels.
Question 9 – Case Study (Skeleton)
